Looking at his pitch data, the slider seems to have been the problem last year. Batters slugged .519 against his slider in 2023 vs. .320 in 2022 and .184 in 2021.
Looking through his game logs, he had 4 appearances in the season where he gave up 2 or more earned runs and other than that he was pretty good all year.
This seems like a player that is sort of a perfect candidate for the M's pitching coaches. And it can't hurt that he'll be throwing mostly to Cal.

Worth a flier but 2022 seems like the outlier to me. He had one decent season early on in his career and he had the stellar season in 2022. The rest of his career has been mediocre to bad. 4.3 career WAR in 7 seasons.

This is excluding his Rookie season (20 IPs) and last season. Last season seems like the outlier unless he had age related regression that will continue this season.
