By the state clearly outlining that it is ok for college athletes/students to profit from their likenesses it makes it against the law for those institutions to take action against the students and the NCAA as well. They have no standing as the schools are governed by the laws of the states they reside in above all else.

So while previously any student athletes who were found to have made/received funds through non-employment means could be suspended or ruled ineligble, etc by the NCAA, now the NCAA can't do that for student athletes attending CA universities beginning in 2023.

This is big time because come 2023, I'll be stunned if there aren't at least 30 states that have added the same legislation to their books.

Well the law isn't dictating who is allowed to make a college team. The law makes it clear that the NCAA will be unable to enforce punishment on any student athletes in CA that make money through autograph signings, video game likenesses, billboard ads, whatever

And make no mistake, state law supercedes that of the NCAA

Your just flat out wrong about that. There is a commerce clause in the US Constitution that prevents State governments from doing this sort of thing. There is actually precedent in the legal system. Back in the UNLV scandal days The Nevada legislature passed a law making it illegal for the NCAA to punish a coach without Due Process. The 9th circuit court overthrew that law and declared that state governments have no authority over an interstate entities right to have a uniform system of rules and enforcement. Absent federal legislation, the NCAA’s position as a private entity subject only to private association law insulates it from state interference. Under private association law, courts will only intervene where an association fails to follow its own rules,

When you look at the mountains of tax free revenue hitting these universities, it's clear they should pay their revenue generating athletes. And, of course athletes should be able to sign endorsement deals.

Actually, the universities don't make much of a profit off athletic programs. It is the NCAA that is raking in the cash. And, again, when endorsement deals can be so easily used as a recruiting tool to further corrupt college football it isn't a matter of course that they should be allowed.
