These pitchers can not so much better than the guys they faced in ST when their OPS were 4-5 times higher.

Absolutely they are! Dylan Bundy was 4-5 times better than all those spring training pitchers and their 24-30 ERAs.

And very few teams have this problem with even one of their top prospects and nobody has it with virtually all of them. At least Bobby Witt Jr.'s off to a 2-20 start so it's at least happening to one other team with one other phenom.
