if its established they continued it after the order to stop...look out
"I'm not going to speculate on what the appropriate discipline is," Manfred said. "That depends on how the facts are established at the end of the investigation. The general warning I issued to the clubs, I stand by. It certainly could be all of those [past disciplinary actions], but my authority under the major league constitution would be broader than those things as well."

"Any allegations that relate to a rule violation that could affect the outcome of a game or games is the most serious matter," Manfred said. "It relates to the integrity of the sport. In terms of where we are, we have a very active -- what is going to be a really, really thorough investigation ongoing. But beyond that, I can't tell you how close we are to done."

The fact that it occurred during the season and continued through the playoffs should exponentially increase the punishment

The thing I find most bizarre about it is you are basically telling your players, many of whom are great hitters, that they aren't good enough to win without cheating. It's sad and pathetic when you think about it. It diminishes not only the wins but the reputation of the players just like PEDs did.

Seems to me the problem could be solved quite easily. Here is how: Pitcher and catcher talk between innings and decide "When Player A comes to the plate, on the second pitch we will put down signs for a change up and set up low and away. We will then throw a fastball high and tight" Do this a few times and it's likely the cheating will stop.
