The thing I find most bizarre about it is you are basically telling your players, many of whom are great hitters, that they aren't good enough to win without cheating. It's sad and pathetic when you think about it. Seems to me the problem could be solved quite easily. Here is how: Pitcher and catcher talk between innings and decide "When Player A comes to the plate, on the second pitch we will put down signs for a change up and set up low and away. We will then throw a fastball high and tight" Do this a few times and it's likely the cheating will stop.
