BS money is fungible. It isn't illegal to reallocate funds internally.
No, but spending capital to create a new productive asset is additive to the balance sheet and partner equity, whereas paying a player or any type of employee is pure expense on the income statement. Operating expenses are a different story though, if the asset is actually losing money.

What we know is they pulled back from spending on payroll, have been reported as the highest profit team in baseball, meanwhile they've bought a TV network and restaurant that are losing money.

And payroll continues to flatline right as they promised fans they would make a strong push amd reinvest into the team...

They tried to pass off committing to Julio until 2040 as the investment, and most fans ate it up.

Restaurants are notoriously difficult businesses to manage. It wouldn't surprise me if this one fails.
