I don't know anything about this guy but there's a chance the org found a late bloomer that will be perfectly adequate at the bottom of a rotation.

What the Mariners should do, and they should do this with any pitcher that the other team isn't familiar with, is in warmups have him fire several heaters all over the place, a couple through each batter's box, a couple off the screen, and then on the first pitch fire one behind the batter as Cal laughs and says "Don't look at me, I don't know where his pitches are going", like when Nuke hits the bull in Bull Durham. Seriously, DO IT.

Japan is a very hittable country as well!!! Some great hitters there. Hopefully it carries over!!!
