He's repeatedly fucked up as a mop-up guy, walking runners while trying to strike guys out trying to paint corners. He comes in and makes bad games worse.

He got that role because he's fucked up in high-leverage situations so much.

There's a reason they only bring him in for certain low-leverage situations. He's earned it over and over.
I echo Millikin's assessment - if he was any good wouldn't they be playing him in these kind of games? People have eyes that can defy stats - so if he has struck out Sam Haggerty, Zach McKInstry and Michael Siani for instance that will improve his stats, but it doesn't make him "phenomenal".

What let us down tonight was not a lack of hitting, but a lack of clutch hitting coupled with errors and poor starting pitching. Toronto should be beating us by a lot more than 4 runs. We very much have a chance tomorrow, I'm not ready to give up on our season!!

Seemed like the obvious choice to me. Vargas has been used as "dry mop?" like, we aren't totally trying to throw in the towel, but we've got the towel balled up in our hand.
