Okay, I'm not talking about the ability to win, I'm talking about the desire to win. If dipoto came to me as a FA claiming the mariners are committed to winning I'd laugh at him. Not that I might not sign but I think that would trump travel miles or quality of the school system

Wouldn't the act itself of making a competitive offer to a top FA be fairly persuasive evidence of a desire to win by the organization? Given the other moves, that should have been enough to convince one of them, but they apparently didn't make one.

We made a competitive offer to Cano, but we stopped short of building a team around him. In hindsight it felt like a publicity stunt or a Hail Mary or whatever.
I think it is a culture. You can feel it in the management and their support of players and desire to fairly compensate their stars and extend contracts and build legitimately competitive teams. You feel it in their choice of mangers and the culture they create in the clubhouse (sorry, Scotty - if you were any lower key I’d check for a pulse). You feel it from the fans. Say what you will about the Yankees - but they have a culture of winning. Fans demand it. If they tanked like the Orioles, there’d be riots. Yeah they have money, but they fucking spend it on big name players. Heads roll if they don’t make the playoffs 2 years in a row, and Boone’s head would be on a spike. M’s fans roll their eyes and bitch and moan and then optimistically say “maybe next year”.

Some of what the rangers had to say at the beginning of the off season
General manager Chris Young and president of baseball operations Jon Daniels emphasized multiple times that the club would be “active and aggressive” in free agency. While Daniels wasn’t able to give an exact dollar amount, he noted it would be consistent with a market and fanbase of this size, and that ownership is willing to support the club financially.
“We're going to be discussing players in every category, every position and every area in the market,” Daniels said. “There's nobody that we're going to rule out because of a perceived price tag.”
“I think that we have needs everywhere,” Young added. “I don't think we're limiting ourselves in terms of ways to upgrade our roster. We're focused and committed to exploring every possible way to improve our big league club and do it in a manner that is still disciplined and consistent with our long term vision here of creating a long-term championship window.”
. "Ownership is recommitted recently to support us financially, to pay market dollars," Daniels said. "We're not in the postseason, obviously. We haven't been now for five years. We don't have that advantage. We're not on TV tonight. We understand this isn't a situation where we're looking for discounts. We're going to have to pay market dollars in order to get top players and we're prepared to do so."
