I wonder how good Walker would be as a reliever. Now I think he's good enough to stick as a starter, but would he be more valuable as a reliever?

Yeah, but how many good starters would be dominant relievers, and could some make more money and have more impact as a reliever? Its an interesting debate, but Its easier to find relievers.

If Gordon and Maalox were at least performing at 2019 level you can see giving one of them playing time, but putting both of them in the lineup today is a big FU to the young players and the fans.

A starter will almost never make more as a reliever.

That's pretty much 100 percent true for someone with the five years' service time. You have to suck as a starter and get converted before then, like Andrew Miller did.
