As is generally the case, I'd have to hear SS's reasoning, all I know is he doesn't seem to be relying on ops in relation to Moore's being fifth best in the lineup

The real problem is ownership. They're not interested in winning enough to actually do things to make winning happen.
They dabble in the concept of winning because they have a theoretical interest in winning, because the golden pinnacle of profitable team-ownership is a dynasty. To become a juggernaut like Cowboys/Yankees/Patriots/Warriors with worldwide fans buying merchandise and selling out the house until the end of time.
But... Building something like that is expensive, difficult, and it's still a long-shot. There are a million things to go wrong and there are 29 other teams in the way.
"There's always next year," is profitable enough, without the risk and expense of really building something. Just gotta be good enough, or have enough on the horizon, to keep the embers of hope glowing. And every now and then the Mariners have a pretty-good season and it seems like real success is finally just around the next corner.

I remember in Moneyball they showed Billy Beane ordering Art Howe to play Carlos Pena and thinking, "No way do GMs do that". Actually, he was trying to get Howe to play Scott Hatteberg, but Howe insisted on playing Pena.
