I am going to have to disagree here.

I think JP could be improved upon but to do so you would have had to do it with one of the star level guys. The last two years he has been a slightly above league average bat and an above average SS defender. 1 year he was the best defender at the position. 2020 if it was a full season the WAR/162 was 4.3, 2021 he was a 3.8, 2022 2.8.

He is good in the same way that Marcus S. Was good but not great before he finally broke out. I think at some point he puts together a high average with a good walk rate and enough slugging to give a well above average batting line.

In 2021 JP put up a .273 batting average
In 2017 he put up a better than 14% walk rate but in 2022 was almost 10% and that is realistic.
In 2019 he put up a .150 ISO as a M and in 2018 he put up a .180 ISO

I could see him put up a .275///.375///.425 triple slash for a .800 OPS that would be good for a 125 OPS+ giver or take.
Semien showed a lot more power early on than JP has. What's more, JP's swing looks weak; he slaps the ball rather than driving it. Sure, there could be some late development and he could string together a few career seasons, but the underlying power isn't there to expect him to explode into 130 OPS+ territory. But some combination of improved average, a few more walks, and a little bit more power could conceivably get him into the 105-110 range.
