Is this what happened to Andrew Moore? The "Peter Principle" is expressed as: "In a hierarchy every employee tends to rise to his level of incompetence."
Drafted in the 2nd round in 2015, the Oregon State product was brought up in 2017, pitched in 11 games, starting 9. He went 1-5 with a 5.34 and gave up 14 homers in 59 innings. The Mariners really rushed him thru the minors.
He was traded:
Since then:May 25, 2018 Tampa Bay Rays traded RHP Alex Colome, LF Denard Span and cash to Seattle Mariners for RHP Andrew Moore and RHP Tommy Romero.
and today:April 29, 2019 Tampa Bay Rays designated RHP Andrew Moore for assignment.
Would he be worth bringing him back to start in AAA or AA? He was known for outstanding control and command of the strike zone but he is "another" soft tosser. He's 25 now. Is he broken or just needs another fresh start?May 11, 2019 San Francisco Giants designated RHP Andrew Moore for assignment.
Just putting it out there. I say, why not?

2:30pm: Righty Andrew Moore has been designated to make room for Altherr on the 40-man. The outfielder is out of options, so a corresponding demotion will also be in order.
12:44pm: Per Jon Heyman of MLB Network, the Giants have claimed OF Aaron Altherr. Altherr, 28, was designated for assignment by Philadelphia last Saturday.

fwiw, Tommy Romero, 21 y.o. pitched very well for Tampa Bays' "A" ball team, Bowling Green last year ans is pitching solidly for Carlotte, their "A+" team this year.
