So if there are enough of a need out there that teams are signing 20 undrafted free agents wouldn't it make sense to make the draft a few rounds longer? Its not uncommon to here the pundants say that if you are on the fringe its actually better to be undrafted than to be a 7th rounder becasue you get to pick the best situation for you. Seems like 10 rounds would be a solid number.

They are probably happy with it
In 1977, the draft saw its first scale down from 17 rounds to 12 rounds. Then in 1994 — when the NFL instituted the salary cap, which plays significant relevance to the draft itself as it denotes the slot value for each pick — it was once again reduced down to seven rounds, which is how long it remains still today.
