From USA Today:
"The Ravens announced Tuesday they had placed the franchise tag on Jackson before the NFL’s 4 p.m. deadline. Under the non-exclusive tag that Jackson received, the quarterback could sign an offer sheet with another team, but the Ravens would have an opportunity to match it or receive two first-round picks as compensation.
If Jackson signs the tender, he would receive a $32.41 million salary for the 2023 season."
It will be interesting to see how this goes.

not sure if any of them have the cap room, but there's a lot of teams that should or could be tempted - particularly the Raiders, Panthers, Falcons and Detroit who each may be just a bit far back to land one of the top 4 QBs in the draft.

The Falcons and Bears are the only teams in the NFL that could fit the contract that he's looking for. Texans and Raiders would have to move stuff around but could probably do it. Panthers are over the cap so need to make cuts to even field a roster so they're out. Lions only have about 11m in space, so they'd be about 40m short.
Plus whatever team signed him would have to give up first round picks this year and next.

Why use non-exclusive franchise tag?
The non-exclusive tag allows other teams to negotiate with Jackson. The Ravens would then reserve the right to match any offer, or receive two first-round picks as compensation.16 hours ago

No team is going to bid on Lamar. Baltimore will just match the offer which will make it a waste of time for any team to give Lamar an offer. The Ravens have nothing to lose in this negotiation process since Lamar is asking for a fully guaranteed contract.
