When I saw speedy I was thinking somewhere in the 4.4 range but 4.63 on a undersized 230# guy is not impressive to me. I'd be a lot more excited if he was Ray Lewis sized guy with those stats. But, I mean when we drafted the twin from UCF Griffen he was supposed to be a 4.3/40 guy but he did not look like it when he played. Guessing drafting a guy with one arm was a PC decision vs. JS decision. 4.63 is good not great but all those tackles means he has good instincts and is good football player.
