And they brought down the towers so that they would have an excuse to spend billions of dollars invading a country with no strategic significance (Iraq) and dropping bombs on some stone age barbarians in the mountains of Afghanistan? The fact that we are here in this day and age of technology and we STILL have "the question" is very telling. The further we make it into the future it will only become more apparent that this question is the secret baseline of truth for our realm. As for now we have to rely on a “space” program that, since its inception, has been allocated $650,000,000,000. So, it’s been like 53 years since we've last been to the moon, and the dog ate our trajectory data, which makes it extremely difficult to get back there. In the meantime let’s make plans to go to Mars.

Government is grift. When they're playing with taxpayer's money, cost is irrelevant. Tax money is leverage, the 'cost of doing business'. And we pay for it all while a select few become wealthy.
At least, that's the way I see it.

So do you think they were willing to kill thousands of Americans (including service members) for this chance to make money, even at the risk of their scheme being uncovered and forever being regarded as evil monsters and knowing their descendants would suffer for it. I think that's a bit cynical.

I think the government (and certainly scumbags like Cheney and Rumsfeld at the time) don't care about American citizens. I also think that they subscribe to the belief that American casualties are necessary collateral damage which helps to sell the narrative. Besides, Cheney and Rumsfeld didn't actually hurt or kill anyone themselves, the terrorists did it. The idea is to appeal to the public's emotions and get everyone riled up so they're not thinking clearly.
As far as the scheme being uncovered, it's more about selling the narrative of going to Iraq to catch the bad guys, thereby convincing the public that that is the scheme.
Have you ever noticed that anything goes under the guise of politics? Nothing is criminal if you're a politician. Government grift is better than organized crime.
