So my boss has small kids that are too young to get vaccinated so he wants our company to institute a vax mandate. (We are currently at ~90%) But if vaxed people can get infected and can spread it, how are his children safer if he gets infected from a vaxed or unvaxed person?

I think that is the wrong question. I suspect that your boss is thinking that he has less chance of catching and and spreading the virus if all the people he works with are vaccinated. (And I feel like we had essentially the same discussion last week.)
