It's pretty easy to predict an invasion when 150,000 troops and equipment are moved to a specific location for an invasion. If he knew this was going to happen, why didn't he predict it 2 months ago? But it didn't matter if they invaded or not, to amass that much military strength at a country's boarder it's safe to say they will invade.
It was a win-win for Biden.
Option 1:
Russia pulls back, he can claim that his diplomacy stopped them.
Option 2:
Russia invades, he can claim he warned the world.
For the Biden Administration, it was all about posturing and 'getting a win'.
