One of his strengths
Ford has played five games thus far and the results are spectacular (.529/.565/1.059). He’s launched three long balls and driven in 12 runs to lead Great Britain to an undefeated record. The youthful backstop is flashing plus speed leading the tourney in stolen bases with five, as well as showcasing his “dominate the zone” tendencies (3 BB – 1 SO).

I believe it was used throughout the minors this season...
Then they must be testing it before rolling it out to MLB. That's their process now for rule changes.
