If you're into time travel, you should check out the short film, Le Jette. Brilliant movie, french new wave, 1962, it's only 28 minutes long, done mostly with still pictures. The movie 12 monkeys is based on it

If someone actually did travel back through time as part of a government operation, wouldn't they have a directive to never reveal who they are or divulge anything about their mission? Or was this the only way to alter the future in a positive way?

All questions you've had are answered in the writings. He explains much more in depth throughout, but the basics are he said that there are many many timelines, but cannot travel back on their own timeline, so the one he goes back on is within a % divergence of his reality.

Which means most things are exactly the same as they were on his timeline.

So he leaves Timeline A.
Arrives back in time on Timeline B.
His presence on Timeline B creates an all new Timeline C, which we've lived out according to him.

So, what happens here would not affect his own future. His mission was simply to get some electronics to take back to his timeline.

He established relationships with the people on this timeline and in the end appears to have tried to help us by altering a few things that happened on his timeline, such as alerting them to what needed to be done to avoid any trouble on Y2K, and according to what he wrote he alerted the right people and was able to avoid the Civil War in the early 2000's and as a result the World War in 2015.

However, if you read through it, what Titor describes leading to Civil and World War on his timeline both seem to be coming to a head in our timeline NOW.

The insinuation being that things simply got pushed back about 20 years, but maybe were bound to happen anyways.

Interesting story.

The civil war was supposed to start back in 2005 and end in 2015. He clearly missed that call.
Also why did he have to go back and get an old computer from the 1970’s?
Even in 2036 you’d think they’d have the technology to fix problems with coding or text.

I want to believe the story, it’s a cool story, hope it’s true, not sure it is though.

Predicting a civil war isn’t exactly going out on a limb here. We as humans are a war driven species.

Thanks for the recommendation, Donn, I finally had a chance to watch it. It was interesting to see that when the man was given the option to go to the future and be a part of that, he chose to go back to the past with the hope of seeing the woman, and subsequently sealed his own fate. Which appears to lend support to the general notion that, 'there's no going back'.
