I think what they are getting at was the fascist rhetoric of the post first world war. They needed to find something to blame for the defeat. It was Jews, communists, globalists that got Germany involved in the war in the first place, warmongers, and then they stabbed Germany in the back causing the defeat, hating the country, as well as being responsible for the crippling Armistice demands.
