Being a fascist doesn't mean you want to exterminate Jews, making a fascist salute doesn't mean you want to exterminate Jews. The deal with Musk for me is the expression on his face, that's a pretty intense glare for someone just waving to the crowd.
Terms of his motivation, I think he would do practically anything to draw attention to himself, including fascist salutes at inaugurations. Billionaires are a strange breed, Musk seems intent on being the strangest

People were literally calling it a Nazi salute and insinuating he was a Nazi because of it just like the Dumb Fucks that were comparing the rally at MSG just before the election was a repeat of the Nazi rally there in 1939.
