In 2014 there was a report that came out:

It said that in exchange for aid against Russia, Ukraine would hand over Crimea which would become Little Israel:

Shortly after that, Russia annexed Crimea.
Now, years later, they're trying to rally everybody (else) to fight their wars.
Of course, they allowed their people that wanted out to get out first.
