I'm not sure that is a good analogy. Soccer isn't broken down into "plays" with a stoppage of action between each built into the game. To me, the soccer offsides is more like not allowing receivers to get behind the defense with the ball in the air.
I admit however i'm not that familiar with soccer rules, and didn't understand what you were saying about "goal hanging" but why couldn't that be addressed with a separate rule?

. I think you use the term "cherry picker" for a goal hanger. Its just you might end up with about 3, 4 or more players being cherry pickers without offside. We're only guessing but it would probably be a bit dull?
The comparison to the line of scrimmage is that offside IS the rule to control the cherry pickers. The offside/line of scrimmage though is moving for all 90 minutes. Difference though is that the last defensive player controls where that line is (although they tend to work as a line of 3 or 4)
So the skill is where the defence sets their line. Too far forward and its easy to pass, punt or rush through the gaps they leave behind. Too close to the goal and the other team can attack in greater numbers, maybe a blitz?
