It's messed up, fer sure. But I think Tucker falls into some sub category of voyeurism, not voyeurism per se, but something along those lines. Being at the spa aroused him in some way, and I think he wanted to see how far he could take it and get away with it.

As I recall, there was a story a few years ago about some former 49er players who had been visiting a spa in the Bay area under similar circumstances.
