That's because Biden is up 5M votes in CA. Without CA, they are essentially even. One of the purposes of using an electoral college instead of the popular vote is so that one state, such as CA, does not get to decide the entire election for all 50 states.

Do their votes not count just the same as hicks in rural Arkansas?

You don't just get to subtract people from the vote tally because they represent a larger bit of the population that voted for Biden.
