Actually, that video is in the original link at 3:15. The guy claims to be a Dr. Sean Brooks PhD Oxford. I'm looking him up now.

Miami University is located in Oxford, Ohio, which would explain the Oxford reference. A page on that university’s website about Dr. Sean Brooks publishing books no longer exists. We have reached out to that Dr. Brooks, who lives in Oxford, Ohio, per online records, to confirm whether he is the man in the school board video.

I didn't read the article, but if this is more of the 'get vaxxed or lose your job' stuff - that will all end up in court., and people trying to enforce that will 100% lose. That is unconstitutional. Play the long game with this stuff - they can rattle their sabers and threaten all they want - Biden talked about trying to do that - I'll bet you the Justice Dept told him he can't. This will all end up in court - and the vax pushers/threateners will 100% lose. it's not about being pro vax or anti vax or indifferent - it's about the law - and that is not legal to do. They are straddling the line with the threats and the 'we'll do this is you don't comply' stuff because they know they can't enforce it. Read the tea leaves, dude. This is about the legality of these mandates - eventually a court will rule they cannot do that. Period. It's not about dems vs reps or left v right - it's about the law. If they could do it - they would. They can't and they know it. This is about pressuring people to do it - while knowing they can't force them to. If you don't think there are a thousand lawyers licking their chops right now over this stuff - you're crazy. This has "class action lawsuit' written all over it. Play the long game here.
