Rodgers was drafted for that very reason. If Pete Carroll comes out and say he drafted Penny to be a third stringer in year one and play a handful of snaps in year two and he drafted Collier to be basically a healthy scratch in year one? How so? Some of your criteria for a 1st round pick is to contribute right away. There is not a GM in football that thinks like that. Especially players taken in the back end of the 1st. Organizations are expecting that player to be on their team for 10 years plus. Just because they don't have immediate impact to satisfy the fans bloodlust doesn't mean it is a bust. They drafted Penny because they wanted depth at running back, it was never a given he would start immediately, they wanted competition at the position and got it. Could they have waited and drafted another RB, sure. They said they wanted Penny for his versatility, he was who they wanted.

So, there intention was for his to start year one? Not one person who has watched five minutes of football expected Rodgers to start year one, and the organization and coaches certainly didn't. He was drafted as the QB of the future, was a once in a generation guy. Mahomes wasn't drafted to start either. Both of those moves were correct. If you want to compare Penny to Rodgers and Mahomes then we need to end this discussion now...because that is ridiculous. This team was not drafting either of these guys to sit two years. They just aren't good enough to play...which to me, on a team with as many holes on defense as ours, is a bad thing.
