Here is my shot at an off season plan.
2025 payroll obligations are roughly as follows. I made some estimates on the arbitration eligible guys.

First I would propose a three way trade. The Orioles have a stacked lineup but need pitching. The A's are in full rebuild mode and should be looking to offload arbitration eligible guys who will be getting expensive in the next few years.
Orioles get Luis Castillo,
M's Get Brent Rooker
A’s get Some combination of Orioles prospects that make sense. Maybe we throw an extra prospect in the mix to go the As way too. Payroll goes to 110ish depending on Rookers arbitration number.
Next I would go all in on Juan Soto. I'd offer him 15 years 750 Million. He’s 25 so that would sign him through age 40. It would also give him more total money than Shohei which might just be enough to convince him to come to hitters hell. Payroll goes to 160ish
Next I would try to dump a little of Hannigers Salary similar to what they did with the Marco Kelenic Trade. Haniger and a prospect for a Reliver see if you can get them to take on 5 Mil of his salary or so. Payroll to 155ish
Finally I would Sign Bregman 4 years 90 Million. That would be an increase over what he is making now and enough years where I think it would be a competitive offer. Payroll goes to 178ish.
Payroll would be right around 12th or 13th in baseball. Doesn’t seem too absurd for a team in this market with their history of profitability.

And about Bregman, even though the modern player is just a high priced hired gun, I doubt he will choose to ditch Houston for its chief competition in the division.
Am I so naive to think that after being with a perennial contender, he even wants to leave? Probably.
The 3 way deal incl Castillo is a good idea.

Can obviously trade for Rooker and can probably afford Bregman if they can dump Haniger and pass on Polanco. That is $30.5M right there even without raising payroll. But suggesting we sign Soto (while we would all clearly LOVE it) is just pointless given this ownership group.
The projection is from $500-$600M and I agree that we would have to beat so it would be $700M the off season following our big time FA deal was $24M for Garver the great.

When was the last time the A's let a quality player walk to free agency? They will absolutely trade Rooker. It's just a question of when. The longer they wait the less they''ll get for him especially considering his age.

Fost didn’t specify names but was surely referring to players like Rooker, Bleday and closer Mason Miller — who went on the injured list this week and is very unlikely to move. While those comments could include some amount of gamesmanship — it wouldn’t serve the front office well to exaggerate their urgency to subtract — it seems they’re projecting a similar message in conversations with teams.
