I'd say being the 1st of a position group drafted in any particular year means that you should be really good.

Hell... go look at the Niners and Bills. McDermott was 6-10 in his 2nd year. Shanahan was 6-10, 4-12 in his first 2.

Everyone knows he lacks top end speed and size to be a no. 1...

He was supposed to be an elite slot/no. 2.

I don't think it helps that he doesn't have a very good QB throwing him the ball nor that he's sort of an afterthought when dialing up big plays considering DK exists.
