Reward: LBJ takes over as President and gets us deeper into Vietnam.
Risk: LBJ, who very possibly could have gotten elected in 1968 anyway, ends up spending the rest of his life in prison over something that not only wasn't guaranteed to work (if those shots were off by at least six inches, JFK lives), but that would in all likelihood had unraveled quickly whether successful or not.
Two things that one should always account for in conspiracies, the risk/reward factor and the ability of scores of human beings to keep something nefarious a secret.
