I bet the tigers are kicking themselves right now for not trading him in the off season. I think they thought they would be contenders this year, so why not have him anchor the rotation and see where they sit at the deadline.
FWIW, this is exactly the reasoning I am using to justify a Miller trade (the exception being he has 3 years instead of 1 before FA). If those bone spurs chip off, it would be like throwing sand in the pistons. This is essentially the same thing that Skubal just had surgery to fix.

BTW - the Athletic just posted an article on who the top suitors will be for Skubal. With our stellar rotation and 2 hot prospects knocking at the door, we aren't expected to be players.
