It's interesting, I think I'd vote eyes. Its more about anticipating where the ball will be coming out of the pitchers hand rather than reacting to it being thrown. It's more predicting rather than reacting

I think Julio genuinely struggles to pick up the slider and there's really no adjusting to that until you can learn to pick up spin and understand situations where the pitch might come.
Murakami just seems like he's used to seeing 90-93 all the time and struggles when velo gets up there. I don't see how that's much different than a MLB player hitting 94-96 but struggling when a FB gets to 98-100 b/c it's atypical.
I think his reaction timing will adjust to the MLB norm with experience and he may struggle at very high velo like most others do.
