Just a valid birth certificate and social security card and any sort of picture ID should suffice when registering to vote.
If you don't have a valid birth certificate and social security card, you should be considered illegally here.

Any sort of I.D. is so easy to obtain with MINIMAL EFFORT.

As long as it is accompanied with a state issued birth certificate and federally issued social security card, I'd be fine with any other [picture] ID, even a Costco card.
Do Costco cards have your picture on them?

Why not have every citizen automatically have a card/ID/registration that can be used for voting? Other forms of ID such as drivers licenses can be legally obtained by non-citizens. Passports are for citizens only, but not everyone has those.
