Celestine is rated higher then Wander Franco was
Rated by who? That's just people saying stuff. There's a really, really, really long list of bonus babies from the Dominican that simply didn't develop. Don't get me wrong, I'm glad they signed him. But the fact that he's "rated" so highly just doesn't mean that much.
MLB Pipeline
. Pipeline has Celesten ranked second in the class, behind Venezuelan catcher and legacy Ethan Salas. However, in the official writeup, they not only suggest Celesten has one of the highest ceilings in this class if not the highest, but perhaps one of the highest ceilings for any shortstop prospect in a decade—higher even than Rays’ superprospect Wander Franco.

What makes the ultra-athletic Celesten’s skillset so enticing to evaluators is the loudness of his tools, all of which project to be well above average. Defensively, he’s a polished defender at short, with a strong, quick, accurate arm. There’s a casual athleticism and smoothness to the way he plays shortstop, where his actions are lightning-quick but smooth and coordinated. The quickness but lightness of his feet reminds me of the elegance of Trea Turner or prime Tulowitzki, but Celesten also has a cannon for an arm that’s only gotten more impressive as he’s matured physically.

I am aware that there are media organizations that exist such as MLB Pipeline and Baseball America that rate these prospects. The point I was making, which I guess I should have stated more literally, is that these ratings aren't all that meaningful. Evaluations by these organizations are almost entirely second hand and are based on tools rather than skills. Importantly, none of these position players have faced anything like the pitching they'll see in the US in full-season ball, especially high-A and above. Even the organized DSL is pretty tame in terms of pitching quality, for the simple reason that the pitchers there are either very young themselves or were passed over by their parent orgs to come to the US, meaning that they aren't actually that good.

Kid is sixteen years old, of course it's based on tools.
Fact is they rated Franco and now they say they got Celensten higher. Yeah, he is going to have to show he can hit, who knows, maybe he can. That's why Salas is rated higher even though Celensten is considered to have stronger tools, he has shown he can hit. Salas is considered the safer bet

.From the left side, he shows doubles power and hits line drives. From the right side of the plate, he shows tons of bat speed with a big loft. He plays with flair and is dedicated to improving.

It's a given these guys are identified by 13-14, think it's earlier than that. Salsa was turning on 97mph fastballs at 14. That's how you get them signed, developing a relationship at an early age. Of course that is a local representative
I could barely drive a car 97mph when I was 14. Oh wait, we had a 1983 Chevy Chevette. Top speed 69mph. lol

Hopefully they are louder than JKs loud tools. I am sure these guys feel so smart using the hip edgy lingo lol.

Ty France 397 and 154
Geno Suarez 419 and 130
JP Crawford was 364 and 154

1570/(1570+558)= 74.5 for the regulars last year. Maybe it was an outlier though. If he's that much better as a righty, then teams will catch on and throw more righties at him
